A devout Christian, he hails from the Sapele Local Government Area of Delta State.
Rt. Hon. Igbuya began his educational quest at the Government Primary School in Sapele. He received the Primary School Leaving Certificate in 1968. From there, he attended Academy Grammar School and Sapele Technical College before proceeding to Delta State University, Abraka, where he earned a Bachelor of Science in Political Science. Post graduation, Rt. Hon. Igbuya served in many defining roles at prominent companies, such as Shoumount Engineering Company and Delta Steel Company Limited, Ovwian-Aladja.
However, his true calling lay in the political arena. Beginning as an elected Councilor for Old Okpe Local Government Council, Chief Igbuya climbed the political ladder with unwavering commitment, loyalty, humility, and dedication to service. His roles ranged from being the Pioneer Councilor for Sapele Local Government Council to State Publicity Secretary for the defunct Social Democratic Party in Delta State.
While his remarkable role as the Chairman of the Sapele Local Government Council further highlighted his commitment to the progress of Sapele and Delta State at large, his leadership acumen shone brightest as the Speaker of the Delta State House of Assembly, having previously served as the Majority Leader and Member of the State Assembly.
Chief Igbuya is equally accomplished as a businessman in tandem with his political journey. He has helmed multiple ventures, serving as the Chairman and Managing Director for Movig Nigeria Limited, Movig Petroleum Nigeria Limited, and the luxurious Movig Hotels & Suites, with establishments in both Sapele and Lagos.
